CCSO increases reward for information on Atlantic double-murder investigation

CARTERET COUNTY, NC – The Carteret County Sheriff’s Office (CCSO) has increased their reward for information leading to the arrest and conviction of the person(s) responsible for the deaths of Phillip Raymond Fulcher, 59, and William David Fulcher, 57, of Atlantic, NC to $25,000.

The murder case is being investigated by CCSO, North Carolina State Bureau of Investigation, and the Onslow County Sheriff’s Office is assisting in the case.

On August 3, 2022, Phillip Fulcher and his younger brother William Fulcher were found deceased in their home at 120 Clem Fulcher Court Atlantic, NC.

On August 11, 2022, Carteret Crime Stoppers offered a $2,000 reward but no arrests have been made. CCSO is increasing the reward and urging anyone with information about this investigation to call Carteret County Crime Stoppers at (252) 726-4636, the Carteret County Sheriff’s Office tip line at (252) 648-7883 or email your tip to crimetips@carteretcountync.gov.

Sheriff Buck statement announcing $25,000 reward and requesting information from the public

This statement was delivered during a televised news conference.

On August 3rd deputies from our Office were called to 120 Clem Fulcher Ct in Atlantic to check on the welfare of Phillip and David Fulcher. Deputies discovered both brothers deceased in their home.  

From that time to the present our office has been conducting an investigation into these murders and working closely with the District Attorney’s Office.  

I am here today to announce the reward being offered in this case has increased to $25,000. This total is made up of $2,000 from crime stoppers, $5,000 from the Governor’s Office and the rest secured by private donations.  This reward will be provided to anyone who provides us with information that leads to an arrest and conviction in this case. 

I would also like to provide a brief update and request assistance from the public. 

While I can’t reveal any specific details, I can say that the crime scene shows that both brothers were killed in a violent attack.   

From what we have observed we believe it is likely that more than person is involved.

And we feel that the perpetrators were someone known to Phillip and David, either current or some past association.

Assisted by the SBI and the Onslow County Sheriff’s Office Crime Scene Units we meticulously processed the crime scene.

We have collected a substantial amount of physical evidence which has been sent to the state crime lab for forensic analysis.

We have conducted numerous interviews of possible witnesses, neighbors and others who live in and around the area.

We have preserved and have examined and will continue to examine digital evidence.

We have obtained video footage and continue to collect video from cameras around the community.

A lot of work has been done up to this point and a lot more remains to be done.

We have gathered a lot of information but we know that others have information that has not yet been shared with us.  

We are asking the public to provide us with as much information as you can about Phillip and David and potentially the suspects in this case. 

Philip and David lived a simple life and spent most of their time in recent years at home. However, they did not stay at home all of the time. Over the years they lived their daily lives just like everyone else, caring for their mother in recent years, going to the grocery store, doctors’ appointments, associating with people they knew, pursuing personal hobbies and so forth. 

While we have talked with some who knew Phillip and David It is likely they have friends and associates that we have not yet spoken too.   

We are requesting that if you knew either Phillip or David to contact our office so that we can speak to you. Even if you have not had any recent contact with them. 

If you knew, or knew of, Phillip or David and know of others they may have associated with or if you have seen them with anyone in the past year, no matter how routine the situation may have appeared we ask that you contact our office.    

As I mentioned earlier, a substantial amount of evidence has been collected that is being processed for DNA. With advances in DNA analysis it is highly likely that anyone who has been in Phillip and David’s home in the past year will have their DNA identified. Therefore, it is imperative that anyone who has been to their home at 120 Clem Fulcher Ct in Atlantic contact our Office.  

If you live in the Atlantic area have cameras on your property and have not yet spoken with a member of the Sheriff’s Office please contact us. 

If you live on Hwy 70 in the Atlantic and Sea Level area and have cameras that capture the roadway please contact us.  

As to possible information on the suspects in this case.

It is possible that a suspect could have been injured during this encounter. 

So we need to know:

Have you noticed a change in someone’s attitude or their routine that could possibly be involved with this case? For instance, someone who may have been around prior to the murders but not seen as much recently or not at all.

In recent weeks have you noticed someone acting strangely or out of the ordinary.

Did someone you know have cuts or bandages on their hands or arms or have any other noticeable injuries consistent with being in a physical altercation. 

Back to the reward. This reward of $25,000 will be paid to anyone who provides information that leads to the arrest and conviction of the person or people responsible for this senseless act. 

It is our hope that this reward will encourage someone to provide information that is helpful in this case that will result in Justice for Phillip and David. 

It is also my hope that this reward will reinforce to anyone involved in these murders that our mission to find the responsible parties will not end. My office is doing and will continue to do everything we can to find out who is responsible for these murders and hold them accountable. 

Now I’m going to speak directly to the people responsible for this reprehensible act of violence and to anyone else who may have knowledge of this murder. You know who you are, and I know you are watching this. You need to understand, you are going to live everyday wondering every time the phone rings “is that the Sheriff’s Office calling to ask me questions”, every time you hear a knock at your door “is today the day I get arrested and taken to jail.” 

That is a tremendous burden to carry with you day in and day out, the not knowing when it will end for you, the gnawing anxiety of when your luck runs out and your judgment day comes. 

To any person involved in any way with these murders you have the opportunity to do the right thing and come forward and help us resolve this matter.  

And to anyone who has information as to who committed these crimes it is your duty to come forward and report this to law enforcement.

Do the right thing so that justice will be served for Phillip and David Fulcher and their family can have the closure they deserve. 

Again, thank you all for being here and I ask everyone to remember Phillip and David and continue to keep their family in your thoughts and prayers.
